Summary about the company

The State Company for Iraqi Fairs and Commercial Services is a self-financed economic unit enjoying moral personality and financial and administrative independence. It is a result of its merge with the State Company for Import and Export according to the decision of the Council of Ministers No. 152 in 2010. .

The Company is one of the Ministry of Trade’s formations.

Headquarters of the company – Baghdad, having the right to open branches inside and outside Iraq.

The Branches of the company (Basra and Ninewa) are organizing the import and export activities and services, holding specialized exhibitions in the province in coordination with the headquarters and concerned authorities and granting import and export licenses to government offices and public, mixed and private sectors. They are including the following sections: :-

The Services provided by the company , the exhibition services and the trade exchange (Import & Export ) granting import and export licenses and Id cards for private , public and mixed sector. .

Concerning the exhibition services is the organization of the sessions of Baghdad International Fair and specialized exhibitions on Baghdad International Fairground and Iraqi provinces in coordination with the concerned authorities. .

departments of the company

Responsible for organizing the Director General’s schedule and inviting concerned persons to attend meetings and securing the necessary correspondence asked by the D.G. and delivering mail and distributing it to the departments after being marked by the D.G.. The Office manager is in charge of the Secret Pen and the office works. This office is considered as a section connected with the Quality Section responsible for the standards, studies, quality correspondence and integrity in the company.

Responsible for before & after payment censorship to the financial & accounting transactions of the Financial Department according to the instructions & regulations, defining deviations  and giving necessary recommendations and following up the filtering notes of the Financial Supervision Office as well as auditing the results of the final accounts and inventory operations.

  1. Supervision Section

Responsible for supervising the administrative and financial activity

of our company and following up its implementation in addition to objection to some unnecessary payment cases which are not matching the instructions as well as doing inspection visits to the branches of the company.

  1. Auditing Section

Its task is to audit all accounting transactions before and after payment in terms of authorization and necessary availability of credits as well as auditing the annual staff raise, bank statements and matching them with the company accounts, auditing trial balance monthly and making notes about any deviation may appear.

  1. Import & export Licenses Auditing Section

Its task is to audit importers’ and exporters’ applications who intend to obtain licenses in all respects (prohibition/ quantities/ audit of commercial lists) for exporters as well as letters of guarantee in coordination with the certified banks or any accounting procedure related to import & export.

Its task is to unify and arrange the initial plans prepared by the

departments of the company with analysis and submit studies and researches related to the activity of the company, follow up the staff  training courses  inside & outside Iraq, prepare database and update it, (monthly, quarterly and annual) reports to the Ministry center and contribute in preparing and following up the implementation of plan and investment projects. It consists of the following sections:-

  1. Database & Information Section

Its task is to prepare the monthly activity of the company for all departments and send it to the Ministry Office of Planning & Follow Up with preparing the annual activities of the company and send them to the reference authority.

  1. Preparing Plans and Performance Assessment Section

Its task is to make plans and future policies of the company and following up implementation.

  1. Follow Up & Training Section

Its task is to develop the staff performance through participation in courses organized by the PSDD/ Ministry of Trade in addition to training students of colleges & institutes and putting them in the departments of the company.

  1. Researches & Studies Section

Its task is to prepare commodity and marketing researches and studies as well as the exhibition service to develop the future activity of the company.

Its task is to carry out all financial and accounting activities of the company including preparation of the annual planning budgets and implementing them after approval as well as organizing the accounting issues related to revenues & expenses, preparation of salary tables & statements, allocations, the supervision of payment, preparation of final accounts, financial statements and reports, and the contribution with other departments in preparing the feasibility study of the company projects. It consists of the following sections:-

  1. Budget Section

It prepares the final accounts and organizes the accounting records and monthly audit balance as well as preparing the annual planning budgets of the company.

  1. Exhibition Accounts

It organizes and follows up the accounts of B.I.F. and the specialized exhibitions, and the calculation of participation and reservation fees of the B.I.F. participants.

  1. Imports & Exports Accounts Section

It receives the letters of guarantee and the import and export licenses transfers, and auditing import transactions and other fees.

  1. Expenses Section

It makes all expenses transactions related to the activity of the company and settlement of advances, and follows up money receipt and deposit in the bank.

  1. Salary Section

It organizes the staff salary and settlement of deductions and follows up the advances of the employees

It takes the responsibility of preparation of the annual staff plan and sending it to the Ministry Centre, organization of promotion procedures, annual raise, upgrades, changing the titles, staff transfer, pension transaction and all other administrative issues. In addition, it takes the responsibility of the organization of moving mail, direct supervision of staff time, following up and keeping the administrative records as well as staff transport, maintaining and fixing vehicles and storehouse work management. It consists of the following sections:-

  1. Human Recourses Section:

Its task is to take responsible of staff appointment, transfer, raises, promotion and formation of all committees.

  1. Administration Section

Its task is to register and distribute the moving mail and documentation and following up the service issues of the company.

  1. Retirement Section

Responsible for promoting the staff retirement transactions.

4.Storehouse Section

Responsible for storing and processing materials of the company.

5.Transport Section

Responsible for movement of vehicles and transportation of the company staff.

It takes the task of representing the company before judicial and administrative authorities, expressing opinion and legal advice in the cases submitted, formulating contracts concluded by the company, contributing in preparing terms and regulations related to the company work and certifying the legal agencies and documents. It consists of the following sections:-

  1. Contracts Section

In charge of formulating contracts concluded by the company with other parties.

  1. claims Section

In charge of following up the claims of the company against other party.

  1. Consultation Section

In charge of expressing opinion and legal advice in the cases submitted.

  1. Possessions section

Its task is to follow up the real estate,   possessions of the company and investment according to terms and regulations.

  1. شعبة الاعلام

مهمة هذه الشعبة اعداد وتهيئة كافة الانشطة الاعلامية والدعائية بالتنسيق مع اقسام الشركة والقنوات الفضائية والاذاعات خلال انعقاد الدورة الرسمية للمعرض والمعارض المتخصصة والنوعية .

  1. شعبة العلاقات

مهمة هذه الشعبة القيام باعمال التشريفات والمراسيم ومنح سمات الدخول للمشاركين ورفع الاعلام للدول المشاركة خلال دورة المعرض الرسمية والمعارض المتخصصة .

Its task is to prepare and supervise projects and Iraqi pavilions designs in the external fairs. In addition, it is in charge of distributing stands spaces for nations and companies participating at B.I.F., contributing with other departments in preparing tables of quantities and costs and carrying out maintenance works of the company facilities.

  1. Maintenance section:

This section is responsible for the construction maintenance works including maintenance of sanitary, blacksmithing, carpentry, electrical installations and air conditioning, and preparing quantities tables of materials executed for the development of exhibition facilities.

 

  1. Agriculture and Horticulture section:

This section is responsible for agricultural activities at the fairground, maintaining and organizing the gardens of the fair , watering , cutting, pruning trees and grass and planting flowers and plants.

  1. Design section:

This section is responsible for preparing the designs for the Iraqi pavilions abroad as well as the designs of  Baghdad International Fair and all its facilities, and also carrying out the measurement of all the specialized exhibitions at the fair ground and governorates preparing statements and tables of quantities for the new facilities that the company needs and estimating the value of the lands and its buildings and studying the projects and investment plans.

  1. Pre-fabricated stand section:

This section is responsible for erecting the components of the pre-fabricated stand in the

exhibitions held in the exhibition land for those wishing to do so, whether in the annual session or specialized exhibitions and maintenance of all.

  1. Reservations section:

This department is responsible for specifying the halls where the pavilions of the countries and companies participating in the annual Baghdad International Fair will be held and the specialized exhibitions to be held at the fairground and governorates and will be given to the Organizing Committee of the exhibition in coordination with the Maintenance and Services Division to ensure the readiness of the halls in all technical aspects.

This department is responsible for designing  and implementing  company’s software and computerizing company’s activities according to developed methods, as well as sending e-mails and invitations of the Baghdad International Fair and specialized exhibitions, and  receiving e-mails, updating the website information, maintenance of devices, electronic computers and printers, providing technical consultation for other departments and printing import and export license.

Computer department has the following divisions:

 

  1. Internet and software section:

This section is responsible for  sending  and receiving e-mails and follow-up programs working in the company and designing programs according to the request of the departments and updating  company’s website.

  1. Maintenance Section:

Maintenance and installation of computers, printers and photocopiers in the company as well as linking the Internet and distributing internet lines to the sections.

  1. Import license Section:

This section is responsible for data entry of the individuals and companies blacklisted in the prevention program and the verification of applications for granting or renewing the import license, issuing import licenses for all materials and revising it, and  primary entry of persons who is applying for  issuing license to import a personal vehicle and ensure that they do not obtain an import license for the same person during the same year as well as and the issuance of import licenses for chemical materials to governmental directorates.

This  department is responsible for preparing the annual calendar of exterior exhibitions  and organizing Iraqi exhibitions abroad to achieving  economic goals and promoting Iraqi exports and accomplish procedures  related to the delivery, storage, packaging, shipment and supervision of the exhibition, and return it to the concerned parties and supervising trade centers and markets.

This department has the following divisions:

1.Participations Section :

this section is responsible for organizing exhibitions outside Iraq to promote Iraqi products abroad.

  1. Collecting and shipping products section:

This section is responsible for collecting Iraqi exhibits aimed to be exhibited in coordination with the related parties and shipping them to exhibition venue.

3.markets and trade centers section:

This section is responsible for participating in trade markets and supervising it and also the trade centers opened by the company outside Iraq.

This department is responsible for organizing Baghdad International Fair sessions and exhibitions at Baghdad International fairground and governorates and marketing them inside and outside Iraq

This department has the following sections:

1.Baghdad International Fair Section:

Responsible for preparing and organizing the annual session of Baghdad international fair.

2.specialized exhibitions sections:

This section is responsible for organizing specialized exhibitions at Baghdad international fairground and governorates and marketing them inside and outside Iraq.

3.Commercial section:

This section is responsible for organizing the entry and evacuation of exhibits for the participants in the annual session and specialized exhibitions in cooperation with Customs office.

4.Marketing Section:

This section is responsible for promoting and field marketing for B.I.F. sessions and specialized exhibitions.

This department is responsible for all import activities and all its related services and printing import license for Iraqi ministries ,public sector ,private sector, and follow up Arab and foreign trade centers inside Iraq and printing import license.

This department has the following sections:

1.Import of agricultural and food materials section:

This section is responsible for printing import license of agricultural and food stuff in cooperation with related parties.

2.Import of diversified materials section:

This section is responsible for printing import license for the manufactured and chemical materials in cooperation with the related parties.

3.Import of vehicles section:

This section is responsible for printing import license of personal vehicle import and for companies in cooperation with the related parties.

4.Import services section:

This section is responsible for issuing import license for importers before printing import license according to the valid regulations

This department is responsible for organize exportation activities and printing export licenses for public and private sectors and issuing export license for Arab and foreign trade centers.

 

Food and Agricultural Products  Section

It is responsible for granting export licenses for food and agricultural  products prepared for export according to the regulations and instructions in coordination with the sectorial  authorities .

2- Miscellaneous Products Section

It is responsible for granting export licenses for materials (manufactured and non-manufactured) in coordination with the sectorial authorities.

3- Export Services Section

It  is responsible for granting export identities to exporters according to the  regulations  and instructions.
